| The
Section 508 regulations don't translate well to PDF - in fact, the regulations
aren't very specific, clear or complete in the first place. Knowing how and when
they apply to PDF, however, should give you a sense of what compliance costs in
terms of time and focus. The tables below should help you understand this crucial
point. Use of color coding is matched with descriptive text in the Table Key.
Table
Key | High
cost and hassle: paragraphs (a), (c), (d), (g), (h), (l), (n) | | No
problem, easily addressed: paragraph (m) | | Infrequent
or readily avoidable issue: paragraphs
(b), (k) | | Not
applicable to PDF: paragraphs (e), (f),
(i), (j), (o), (p) |
|
The Regulation Paragraph |

for every non-text element shall be provided (e.g., via "alt", "longdesc",
or in element content)." |

| (b)
"Equivalent alternatives for any multimedia presentation shall be synchronized
with the presentation." |
Not applicable for the vast majority of documents. | |

style sheet. |

greater than 2 Hz and lower than 55 Hz." |

An "escape" clause of sorts, for pages that simply can't be made compliant any
other way.. | | (l)
"When pages utilize scripting languages to display content, or to create interface
elements, the information provided by the script shall be identified with functional
text that can be read by assistive technology." |
Must comply. | |
(m) "When a web
